During oral argument before the Florida supreme court about the election-certification deadline and the propriety of hand counting, GOP attorney Michael Carvin was pressed hard by two justices on the question of selective hand counts in Democratic counties. The remedy, they suggested to Carvin, for selective hand counting would seem to be a statewide count, which Bush could have initiated. "Was there something that prevented your client from requesting recounts in the other counties?" they asked.
For many Republican observers worried about the process unfolding in Florida, this question has been on their minds, too. Never mind that, according to some Bush operatives, recounts even in Republican-leaning counties might net more Gore votes (based on which precincts had more "over-voted" or "under-voted" ballots). To outsiders, the notion that the Bush campaign could decline to request hand recounts across the state and then claim unfairness in the selective counties seemed questionable, at best.
But Carvin's answer to the Florida justices offers insight into what the campaign may really be up to. He warned that "federal law will not allow this court or the Florida legislature to change the rules of the election after the election has taken place." Given that Bush has already failed in federal district and appeals court to get the hand recounts halted, most analysts have ignored this statement. Others have noted that federal courts usually defer to state courts on election matters.

Don't forget for one moment the chronological developments in Florida which initially began when we awakened on Wednesday, November 8, 2000 to news reports that perhaps "hundreds" of Palm Beach County voters may have picked the wrong candidate because of a ballot layout. After the statewide machine recount, Buchanan ended up with 3,411 votes in Palm Beach County, four more than he got in the first tally, according to reporting on worldnetdaily.com.
Almost simultaneously, we learned that some 19,000 plus double-punched Palm Beach County election-day ballots, overvotes, had to be discarded and left untallied. Across the state, these overvotes remain untallied by law.
Days later, we were aghast at the possibility that thousands of Broward voters, presumably Democratic senior citizens, did not apply enough pressure on the ballot punch card to record their votes.
Since then, the focus has turned from overvotes for two presidential candidates on the same ballot and alleged misvotes for Buchanan to what are called undervotes.
Are we really this stupid?
In the overvote cases the stylus worked to perfection and the voter obviously maintained a strong and steady-hand powerful enough to enable the hole punch machine to do double duty.
In the alleged misvotes for Buchanan we are led to believe that the stylus worked to perfection and punched out more votes for Buchanan than can be statistically possible in the democratic stronghold of Palm Beach County.
Are we, the people of the rest of the U.S. really so gullible?
Since the hand recounts began, guess what has been happening. Chads, the bits of paper never before loosened from a ballot card by the sharp stylus on a punch-hole machine, are now just happenstance falling to the floor. 78 of them. 200 of them, and in Miami Dade thousands of them.
In one county, during the hand recount, reports showed that Bush had lost 120 plus votes. In a Tuesday November 21 noon Fox News report, an anchor shows a visual for Broward County tallies while the hand-counting is ongoing. In precinct 162 E, the first hand recount shows Gore votes increased to 1103. In the same precinct, the second hand recount shows Gore votes decreased to to 1092.
It's obvious what has been happening. Some of these ballots are altered from their original condition. Chads that were not dislodged before are now falling out happenstance, making ballots previously counted by machine, now overvoted! Overvotes must be discarded.
This is a travesty to the civil rights of all of the voters who voted with care on Election Day. Despite having to flip pages on an overlay, and follow arrows to numbered candidate punchholes, hundreds of thousands of voters in Palm Beach County managed to vote for only one candidate for president. In these few counties where these ballots were counted once by machine, and twice by machine during an automatic machine recount, hundreds of votes made it through the second machine count intact.
However, now, hundreds of one-man one-vote legitimate ballots may have to be thrown out because ballots now have two hole punches for president. Worse, unless someone does some massive after-the-fact investigation, we will never know how many distorted ballots may result from this, since nobody has bothered to determine how many actual-real-alive-registered voters even voted on Election Day in these counties.
One thing is clear: this travesty of deceit is for one purpose: to gain Gore-in-Cheat one more vote than George W. Bush.

First the facts. In Florida we vote with old-fashioned punch ballots. No fancy bells and whistles in the voting booth. No levers to pull. No buttons to press. No voting machines and curtains. It is just a card that you stick into a slot. After you do that, you secure the cardstock ballot on two unmistakable red pins that make it next to impossible to improperly position your ballot. Finally, you start punching away with what looks like a long push pin.
I'll admit, when you are finished voting with a punch ballot, you do not come away with the spine-tingling feeling that this strip of cardstock, which still looks exactly as it did before you performed your civic duty, has attained some sort of legal significance. It just has a few holes now. Since I'm a bit of a control freak, this worries me sometimes. Therefore, like most voters, when I'm finished I inspect the numbers of the punched holes on my ballot and compare them to the numbers assigned to the candidates. It takes about 10 seconds.
I've never known this simple process to fail. Ever. There are no moving parts. The push pin thing always perforates the card. And the print is large enough for even the visually impaired to read with ease.
Once you are finished punching, the last step is even easier. You put the ballot in a box. It's like mailing a letter. And if you have any trouble, there are people at the polls to help you. These attendants are so good at what they do that I watched one yesterday stop a soccer mom who almost walked out of the polling place with her ballot, purse, and car keys in the same hand. Whoops.
That said, if Mr. Wexler is telling the truth that he saw "about 3,000" Floridians vote for the wrong man "with my own eyes," he must have either 1) been a partisan illegally watching the polls from inside, which is a serious crime in Florida 2) have x-ray vision; 3) be fibbing to the country. I'll let you, the reader, decide what's most likely the truth here.

A recount, extended polling hours, cigarettes traded for votes and a Clinton invitation urging noncitizens to vote have led to charges of fraud in the presidential election.
,,, These are sideshows compared to the heavyweight fraud that has been documented in electronic voting, which has been referred to as “not a door without locks, but a house without doors.” The problem with electronic voting was well-documented in the 1993 book Votescam: The Stealing of America by James and Kenneth Collier. One reason voters should be suspicious of electronic voting is that manufacturers of the machines own the secret codes and regard them as trade secrets, effectively ruling out even the possibility of ensuring program integrity.
Yet, as Insight went to press, GOP presidential candidate Bush appeared to be unconcerned about voter fraud. A senior Republican Party official tells Insight that “there really wasn’t a lot of fraud to speak of. There were some irregularities in St. Louis, when a state judge — who is a former staffer for House Minority Leader Richard Gephardt — ordered the polls to remain open an additional three hours, but that was quickly overturned when an appeals judge closed them down less than an hour later.” The same official explained, however, that “because it appears that the late votes put [the late Gov. Mel] Carnahan ahead of [Republican Sen. John] Ashcroft, the Republicans retained lawyers to look into possible fraud in the [gubernatorial] contest.”
But Ashcroft refused to play the lawyerly game and conceded gracefully, whereupon Democrats began to claim GOP fraud for Bush. Even so, the Texas governor sat quietly in Austin awaiting recounts in Florida.
Down in Florida, a representative of the state’s Republican Party also played the country-club game. “The situation in Palm Beach isn’t about cheating or fraud. It is about confusion and counting. There are 67 counties and thousands of precincts that have to carry out a recount. And the point is that in Palm Beach it is a Democrat who signed off on the ballot, believing the design would be more reader-friendly in large print. Under Florida election laws when a race is within 0.5 percent of the votes cast, the secretary of state is mandated to carry out a recount. Without a finding of intentional fraud, it seemed unlikely that a new vote would be considered.”
What seemed likely was that the Palm Beach controversy finally might shine a light on the confusion of voting methods employed throughout the country and force some much-needed reform. One area in which to start could be Clinton’s “motor-voter law,” which allows people to register to vote when applying for driver’s licenses but does not require proof of residence. Until issues such as this are addressed nationwide, voters will fumble in the dark and the high drama will continue.

Just because on one issue confronting the full board, two of the board members voted a particular way, does not mean they are both Republicans.
If it were two republicans they would never have had this problem with overcounts and undercounts, cause, duh, Bush would have won in that county cause two republicans would have been on the canvassing board who were obviously elected to the board by duh a majority of republicans.
But even little old me, just sitting at my computer plugging away has learned that all three Palm Beach County Canvassing Board members are Democrats.

There's more. Mr. Gore's lawyers in Palm Beach County rest their legal moral case on what they insist is every citizen's sacred right to vote be honored. Meanwhile in largely Republican Seminole County these same Gore lawyers argue that 4,700 absentee ballot requests be thrown out because GOP officials had (before the election) been allowed to correct a printer's error.
STILL UNSURE ABOUT MOTIVES OF GORE-IN-CHEAT?
The argument of Gore-in-Cheat is that people's votes must be counted. Yet, if this were absolutely the truth Gore-in-Cheat would be demanding such application of the law for a more accurate hand count to all of the counties in Florida, not just the counties which are Democrat strongholds. Dems keep adding more counties to the mix when the numbers don't climb high enough for Gore-in-Cheat ) won't be counted toward the total in the state certification, then the constitutionality of the entire Florida certification process will be legally challenged. If that occurs, the assertion is that Florida may not be able to meet its Electoral College deadline and Florida delegates will not be able to be sent to the big meeting of members on December 17, 2000. In effect, since Gore-in-Cheat is ahead in the current Electoral College count 260 Gore-in-Cheat to 243 for Bush (who by the way has a really cute Spaniel named, Spotty) then Gore-in-Cheat would automatically win the Electoral College vote, too.

An informal survey of 61 of Florida's 67 election supervisors found that they had mailed out more than 18,500 overseas ballots. Of those, about half had been returned and the majority of them counted. It was not immediately known how many ballots were outstanding. Election supervisors plan to count the remaining ballots on Friday and send the results to the Harris's office.

At one in 49 million, the chances of hitting Megabucks on one spin are slim, but not as slim as the odds that Vice President Al Gore would make up as much ground as he has in the Florida recount, according to a UNLV study.
Economics professor Tom Carroll began running statistical equations Thursday on the net gains both Gore, who gained more than 2,200 votes, and Texas Gov. George W. Bush, who added about 700 votes, have made in the recount. He found that the statistical chances for such large and different totals to occur as a result of random glitches was less than infinitesimal.
"The probability of being struck by lightning is about one in a million," Carroll said. "The same person would have to be hit by lightning 30 times to compare with what we've seen in this recount."

The "butterfly" ballot is used so the elderly will have a larger typeface. And there were real efforts made to educate voters on how the ballot worked. The county mailed a sample ballot to all registered voters. The local Democratic Party sent voters a postcard reminding them to punch the right line for Mr. Gore. At the polls, people were given the ballot only after they said they knew how to use it. Voters who made mistakes were given new punch cards if they asked for one.

There are already contentious issues piling up around Florida's vote count, which shows Mr. Bush with a 1,784-vote lead over Mr. Gore. In Palm Beach County, there are claims that faulty punch-card ballots caused 2,000 voters to vote for Pat Buchanan instead of Al Gore. Early this morning, election workers in Dade County were called back to recount absentee ballots in 27 precincts. Clay Roberts of the Florida Elections Division says that Broward County was still tabulating "late" absentee ballots--but he didn't know how many. Republicans charge that foreign residents awaiting naturalization were allowed to vote in Broward County even though they hadn't yet become citizens. The Voting Integrity Project, a nonpartisan watchdog group, says that Florida was a "hot spot" of allegations of voter fraud and irregularities on Tuesday. The group is preparing a report which it will submit to Florida's secretary of state.

Plaintiffs in the latest lawsuit include two lobbyists — Arizona Chamber of Commerce President Tim Lawless and Arizona Cotton Growers Association lobbyist Rick Lavis — and two people who have paid parking tickets.
"While politicians have a constitutional right to free speech, I do not believe they have the right to make me pay for it," said one of the ticket payers, Republican state Rep. Steve May of Phoenix. "Many politicians in this state espouse philosophies I find objectionable, and I will not allow my hard-earned money to fund offensive political campaigns."
